Christian Böddeker works for us as a consultant. He is a trained savings bank business administrator and, prior to joining us, worked for over 25 years in a credit institution, including 18 years in the legal department. He has been a volunteer member of the Möhnesee Fire Department for 28 years and has served as the Head of the Möhnesee Fire Department since July 2015. Christian Böddeker was trained at the North Rhine-Westphalia Fire Service Institute up to the level of “Head of a Fire Department.”

André Carstens works for us as a consultant. After studying rescue engineering, he was initially responsible for strategic operational planning and the establishment and training of staff structures and processes in disaster management. Additionally, he is qualified as a specialist planner for preventive fire protection. He gained operational experience in defensive fire protection with various volunteer fire departments. His consulting expertise in industrial emergency response is based on his experience as a Fire & Rescue Engineer, as well as an HSEQS Manager for an international chemical group. In his leadership role, he was responsible for overarching safety topics and ensuring the operational readiness of the plant fire department. Furthermore, André Carstens was part of internal networks for emergency and crisis management and hazard prevention at an international level.

Marie de la Croix is a specialist planner for public safety answering points (PSAPs). She studied Mathematics, German, and History at the University of Stuttgart and is currently completing her degree in Business Informatics. Her areas of expertise include facility planning and procurement preparation, where she coordinates cooperation with procurement offices and specialized lawyers.

Stefan Finke serves as a Senior Consultant at our firm. Prior to joining our team, he spent six years as an operational fire protection officer in an industrial company. In his diploma thesis, he focused on the analysis and optimization of preventive fire protection within a wood-processing industry plant. Stefan Finke has been gaining operational experience since 1997 with the Wittstock/Dosse Volunteer Fire Department, Freyenstein unit, and is trained up to the level of certified tactical commander (Verbandsführer).

Katharina Hein works with us as a consultant. She previously successfully completed her studies in psychology at the University of Lübeck. Katharina Hein is a trained nurse and already has two years of work experience with the plant fire department at Hamburg Airport. She is an active volunteer with the Reinbek Volunteer Fire Department, where she has been a member for 20 years.

Stefan Hies works with us as a consultant. He is a qualified process engineer and has worked for over 25 years in sales within the fire department industry, 11 of which were as sales manager. Furthermore, Stefan Hies brings practical experience in the BOS sector through his voluntary work with the Waldems Volunteer Fire Department, where he is also involved in leadership and has completed training up to unit leader.

Henrik Johnsen works as a specialist planner for control center technology. After graduating from high school, he completed an apprenticeship as an electronics technician for information and telecommunications technology, followed by a degree in emergency management. In addition to his consulting practice, he has several years of operational experience in various volunteer fire departments. He is currently a volunteer in the civil protection services of the City of Hamburg.

Thomas Keller works as a freelance lecturer and consultant. His areas of focus include control center needs planning and disaster protection needs planning. After studying mechanical engineering and ten years of voluntary service in a volunteer fire department, he joined the senior fire service of the Hamburg Fire Department in 1989. Following his promotion to the higher service, he held upper management positions at the Hamburg Fire Department, including as Head of Division responsible for the Integrated Control Center and the Fire Department’s operational and tactical command staff, as well as within the executive staff of the department’s leadership. Beyond retirement, Thomas Keller continues to work as a guest lecturer at the Hamburg Fire Academy in the areas of staff work and disaster protection.

Tina Kohlrusch strengthens our team as a lecturer and analyst. In her role as a lecturer, her focus is on the training and exercising of administrative and civil protection staffs. She develops customized exercise scenarios and supervises their implementation to optimally prepare decision-makers for complex operational situations. As an analyst, she particularly supports fire protection requirement planning. In this capacity, she performs data evaluations and creates the necessary mapping material. Tina Kohlrusch maintains a practical connection to emergency response through her active service in the volunteer fire department. Her sound specialist knowledge is based on her studies in Safety and Hazard Prevention at the Otto von Guericke University Magdeburg and the Magdeburg-Stendal University of Applied Sciences. She already acquired the qualification as a fire protection officer with her bachelor’s degree before successfully completing her studies with a master’s degree. In her master’s thesis, she took a critical scientific look at the industry and examined in detail the extent and effects of multiple personnel assignments in civil protection.

Tobias Krenz works as a consultant with us. In his Master’s thesis in Safety Engineering at the University of Wuppertal, he focused on the operational options for fire department vehicles in the context of requirements planning and the associated correlations between risk and vehicle dimensioning. Before beginning his studies, he completed an apprenticeship as an IT specialist. Tobias Krenz is currently active in the DLRG local group in Buxtehude. He is a trained platoon leader and paramedic.

Robert Kroha works with us as a senior consultant and has his office in Biessenhofen, Bavaria. He was also part of the “old” team back in 2006. After his training as a forestry worker and his business administration studies with a focus on Public Sector Management, he dealt with the topic of quality management in the fire service in his thesis for the postgraduate program “Total Quality Management”. Robert Kroha has had operational experience in the fire service since 1991, with training up to association commander and head of a fire department. Since 2008, he has been commander of a volunteer fire department. He completed further training in areas including wildfire suppression.

Alessa Lange works with us as a Senior Consultant. She is an industrial engineer and draws on several years of project experience in corporate and municipal projects. In her free time, she is an active volunteer with the Kaarst Volunteer Fire Department.

Sandro Langer works with us as a Senior Consultant. In his Master’s thesis (degree in Safety Engineering with a focus on Civil Protection and Fire Protection), he focused on GIS-supported data analysis for fire department requirement planning. He also contributed to the TIBRO research project on the topic of “Risk-based operational data analysis.” It is therefore no surprise that he is our expert for data analysis. Sandro Langer has been gaining operational experience with the Bottrop-Altstadt Volunteer Fire Department since 2008; he is a trained group leader.

Ingo Nordbeck works as a specialist planner for control center technology. After completing his training as a radio and television technician, his professional career began in the healthcare sector with a provider of media and nurse call systems, specializing in hospitals and elderly care facilities. Parallel to his professional work, he completed further training as a state-certified IT technician and a technical business administrator. With these qualifications, he transitioned to a provider of BOS, industrial, and municipal radio systems in the early 2000s. Within project management, he was responsible for the implementation of digital alarm systems, simulcast technology, in-building radio, and radio and telephone communication systems, including voice recording. His responsibilities also included the installation and commissioning of control centers for fire departments and rescue services. Subsequently, he moved into product management for system technology and was involved, among other things, in the introduction of LAN-based communication systems based on IP telephony, TETRA radio conferences, DF connector connections, and eCall evaluations. Before joining Lülf+, he worked for several years at a system integrator for BOS control centers in various roles, including project management, sales, presales, and consulting. In addition to his professional activities, Ingo Nordbeck has been a volunteer for many years with the German Red Cross in the Westphalia operations unit, where he handles transport tasks and serves as a group leader.

Johannes Richwin works with us as a consultant. His bachelor’s thesis examined the concept of supra-local fire department assistance using the examples of Lower Saxony, North Rhine-Westphalia, and Schleswig-Holstein. Alongside his academic career in rescue engineering, he successfully completed training as a fire protection officer as part of his studies. He is a trained paramedic and already has many years of professional experience at the DRK KV Harburg-Land e.V. as well as extensive experience in civil protection as a deputy emergency response manager. He has been active in the Handeloh Volunteer Fire Department since 2018.

Frank Schmitz works with us as a Senior Consultant. He has been part of our team for many years—initially as a student and as a consultant since completing his studies. He therefore knows our working tools and activities from the ground up. In his master’s thesis (Safety Engineering), he analyzed training programs at the volunteer fire department in North Rhine-Westphalia. Since 2006, Frank Schmitz has been active in the volunteer fire department at our former company headquarters in Kaarst as a certified group leader.

Ulrich Sprenger has been working as an ICT technician in the field of BOS control centre technology for over 27 years in various roles. He has been working for Lülf+ Leitstellenplanung GmbH for over six years, focusing on ICT and network planning, siren planning, as well as site supervision and construction management in service phases 8 and 9. Mr Sprenger is involved with the Detmold fire brigade, with training up to association commander. In addition, he is a trained fire protection officer and specialist journalist.

Malte Täger works with us as a consultant. As Product Manager, he is responsible for the further development of our expertise in the field of organizational consulting for emergency dispatch centers. In recent years, he has gained extensive experience in various requirements planning and organizational projects for professional structures. He complements this experience with specific advanced training in the field of organizational development. He brings practical experience in emergency response from his volunteer work with the DRK disaster relief and the fire department. There, he applies his skills particularly in leadership roles, having completed training up to the level of platoon leader. As a member of the German Society for Rescue Sciences (DGRe), he is also active in the Dispatch Center Working Group. With his successfully completed engineering degree in Hazard Control, he was able to deepen the practical experience gained from his volunteer work. In his bachelor’s thesis, he focused on the topic of requirements forecasting for a state fire and disaster relief school and the identification of factors influencing requirements development.

Fabian Tarnowski works with us as a consultant. He combines several years of practical experience in fire services, civil protection, and emergency medical services with his academic training as a rescue engineer.

Andreas Wagenplast serves as a Senior Consultant and Lecturer, bringing over 20 years of experience in emergency medical services, fire services, and public hazard prevention in Germany and Switzerland. He supports hazard prevention and healthcare organizations in the strategic development of leadership, crisis, and command structures, as well as in matters of emergency and crisis management, digitalization, organizational resilience, and governance. Most recently, he worked as a Senior Consultant for the Public Sector (Risk Management) and as a Project Manager. At the University Medical Center Schleswig-Holstein (UKSH), he advised and supported over 30 municipalities, emergency medical service systems, and clinics in the areas of project, quality, and change management, as well as in complex system and digitalization projects. He completed a part-time Bachelor’s degree in Emergency and Crisis Management, followed by Master’s degrees in General Management/Health Economics (M.A.) and Disaster Medicine (M.Sc.). He is currently pursuing a doctorate at the University of Witten/Herdecke in the field of systemic organizational development in emergency services. In addition to his consulting work, he is active as a lecturer, teaching practice- and research-based content on topics such as staff work, leadership organization, and emergency and crisis management. He is a founding member and head of the Graduate Forum of the German Society for Rescue Sciences and is involved as a technical advisor and unit leader with the German Red Cross. Until 2020, he was active in a volunteer fire department.

Lars Walz is a planner and project manager for emergency services control centers across all service phases according to HOAI. He holds a degree as a graduate engineer (FH) in software engineering and has been working for 20 years, first in software development for an emergency dispatch system manufacturer and then in the technical planning of control center solutions. He has been working for Lülf+ Leitstellenplanung GmbH for over 10 years. On a voluntary basis, Mr. Walz serves as association commander at the volunteer fire department in Dettingen u. Teck.

Silas Wölki works with us as a Junior Consultant. After completing his commercial training, he earned a Bachelor’s degree in Business Administration with a focus on Business Education. In his role, he supports and leads projects in public and industrial emergency response, combining analytical thinking with practical experience. For several years, Silas has been actively involved in the operational division of a volunteer fire department, where he also promotes youth development through youth work.
