"How much fire department capacity is actually needed?" was the question from a municipality that started it all in the late 1970s. And just as the scope and complexity of emergency response have grown steadily since then, we too have continuously evolved.
The valuable experiences, diverse expertise, and great successes from over 50 years of company history are not a reason for us to rest on our laurels – quite the opposite. Building on this foundation, we want to continue moving forward: as designers, pioneers, pacesetters.

2025
Founding of Lülf+ Premergency GmbH
With Lülf+ Premergency GmbH, the company sets another milestone in 2025 and strengthens its digital competence.
The Premergency software solution enables geo-based analyses and the evaluation of operational data – thus supporting the digitalization and data-driven development of emergency response. In doing so, Lülf+ continues its tradition of innovation and combines many years of experience with future-oriented technology.
2024
Founding of Lülf+ Leitstellenplanung GmbH
In 2024, Lülf+ expands its portfolio through a merger with Hunsdorfer Consulting GmbH.
With the newly founded Lülf+ Leitstellenplanung GmbH, the company now also offers technical planning services for control centers and alarm centers.
2021
Founding of Lülf+ Akademie
With the founding of Lülf+ Akademie, a new area for practice-oriented continuing education is created.
Since 2021, the Akademie has offered seminars, workshops, and professional events for specialists and managers in emergency response.
From 2020 Lülf+ Sicherheitsberatung GmbH
With a new brand identity and an expanded shareholder structure, Lülf+ Sicherheitsberatung GmbH launches in 2020. The name Lülf+ represents our commitment to bringing client projects into the “PLUS” with expertise, innovation, and dedication – going beyond expectations and creating sustainable solutions.
2012–2020 LUELF & RINKE Sicherheitsberatung GmbH
Following a restructuring, the team operates from 2012 under the leadership of Uwe-Wolf Lülf as LUELF & RINKE Sicherheitsberatung GmbH. The company grows continuously, opens offices in Viersen and Hamburg, and establishes itself as a leading partner for emergency response needs planning in Germany.
The generational transition in 2019 marks the handover to the next level of leadership and lays the foundation for further development under a new name.
2004–2011 RINKE Unternehmensberatung GmbH
With the transition to RINKE Unternehmensberatung, the Security & Logistics business area is further expanded.
During this period, significant projects in municipal and industrial emergency response are implemented, and the ISABEL methodology for industrial fire department needs planning is developed. In parallel, the company engages in research and teaching to integrate scientific findings into its work in a practice-oriented manner.
Late 1970s to 2003 The Beginnings at WIBERA / PwC
The history of Lülf+ begins in the late 1970s at WIBERA Wirtschaftsberatung / PwC. Here, the first concepts for fire department needs planning are developed.
In 1999, Uwe-Wolf Lülf joins the company and soon takes over leadership of the Security & Logistics division. Under his leadership, foundational studies are created that have a lasting impact on the development of needs planning in Germany.
