For years, various socio-economic factors have been influencing the performance of emergency medical services in Germany. On the one hand, incident volumes are steadily increasing; on the other, the resources required to manage them remain scarce. Upon request: Simulation of the introduction of new emergency resource categories, supply structure optimizations, dimensioning of extended emergency services, and mass casualty incident (MCI) requirements.
Structure and measure recommendations

Detailed data analyses
At the beginning of every EMS requirement planning process, we intensively analyze the reference area.
We want to gain an understanding of how the local emergency services function, what wishes and requirements exist, and which regional peculiarities must be taken into account.
With our proven and constantly further developed analysis tool “ELENA”, we carry out a detailed data analysis based on the mission data from recent years. “ELENA” is adapted to the topics relevant to EMS requirement planning. This allows us to flexibly answer the specific questions that arise here.
Requirement planning is not pure mathematics – we are firmly convinced of that. Therefore, we do not only collect key figures but also analyze their causes. This allows us to address exactly these causes when developing the overall concept and to bring about the greatest possible improvements in a targeted manner with the least possible effort.
The resource planning of the emergency medical services is carried out on the basis of all analysis data and findings obtained. The mathematical model we use provides the number, locations, and operational areas of rescue stations. Solving the location and provision problem simultaneously leads to a significant gain in efficiency.
