Initial situation

Rotenburg (Wümme) is a rural district in Lower Saxony that is experiencing rising call volumes, particularly in emergency rescue. Correspondingly large increases in the provision of RTWs (emergency ambulances) are, however, difficult to implement due to staff availability.


Objective

Development of an emergency medical services requirement plan and an innovation report for the rescue service


Solution Approach/Process/Methodology

In collaboration with the client, differentiated care categories were developed, also considering the potential impacts of introducing additional care concepts. Initial expansions of the care concept were included in the requirement planning for immediate implementation.


Measures Taken

N-KTWs (emergency patient transport vehicles) were introduced throughout the entire district, and furthermore, dispatch codes from emergency rescue were plan-wise transferred to emergency transport. These measures had a direct impact on the necessary adjustments to RTW provision.


Results / Successes / Client Feedback

After only the first few months, the implemented measures gained good acceptance across all areas of the rescue service. The overall emergency medical services system continues to function without a relevant increase in RTW provision.
