Initial situation
The city of Neustadt am Rübenberge faced a central challenge: How can the operational capability of a large, volunteer-based fire department be secured long-term – while simultaneously being economically justifiable?
With over 20 local fire departments, varying operational demands, and limited financial resources, it was clear: the existing structures had to be reviewed to ensure a future-proof fire department organization.
Investigation approach
The goal was to develop a forward-looking fire department concept that balances operational readiness, economic efficiency, and social acceptance. This involved comprehensively analyzing existing structures and locations, evaluating realistic operational capabilities, and developing concrete recommendations for action for the coming years.
Particular attention was paid to involving all relevant stakeholders – from fire department leadership and administration to municipal politics.

Lülf+ supported the entire process with a clearly structured methodological approach.
The focus was on a detailed analysis of current structures, locations, and operational data. This was supplemented by workshops and discussions with responsible parties from the fire department, administration, and politics to gain a comprehensive picture of the situation.
The Lülf+ consulting team – itself with operational experience in BOS (public safety organizations) – was thus able to consider both technical requirements and organizational realities.
Together with the client, a sustainable future concept was developed, which relies on 29 locations in the long term, thereby ensuring the fire department’s operational capability even under economic conditions.

Results of the Fire Department Needs Assessment
The developed future concept provides the city of Neustadt am Rübenberge with a reliable basis for the coming years.
Through sound analysis and transparent involvement of all stakeholders, sustainable and future-oriented decisions could be made – even where uncomfortable truths had to be addressed.
The result: an efficient, future-proof fire department structure that meets real requirements and remains financially viable.
