Initial situation
For years, the Fulda district has been pursuing the goal of maintaining hazard prevention at a high, future-proof level. In view of growing challenges – from more complex operational situations to increasing demands on technical equipment – the existing needs and development plan (BEP) should be updated and adapted to current and future framework conditions.
In particular, the question arose as to how special vehicles must be strategically stationed in order to ensure rapid and reliable assistance throughout the district.
Investigation approach
The aim of the project was
- to determine the required number and types of special vehicles,
- to optimally design their deployment from an operational and strategic point of view
- and to create a legally sound, economically viable basis for future procurement decisions.
At the same time, the aim was to evaluate the operational coverage and derive specific recommendations for improving accessibility in all regions of the district.
Key findings (compressed)
Lülf+ supported the Fulda district with a comprehensive analysis of the operational and location structures.
Based on current operational data and geographical conditions, the accessibility of all municipalities was evaluated and presented cartographically. Building on this, the Lülf+ team developed concrete recommendations for action to adapt the vehicle concept and the location.
The focus was on the practical combination of operational thinking and strategic planning – with the aim of optimally reconciling both legal requirements and real performance.

Through the joint process of updating the needs and development plan, important insights and derivations of improvements for the future could be gained.
Results of the organizational investigation
The results of the analysis showed that the majority of the deployment area can already be reached within 30 minutes. Targeted investments – in particular the procurement of additional special vehicles such as a turntable ladder vehicle for rescuing from heights and depths – can further optimize operational capability.
With these measures, the Fulda district not only improves its legally required hazard prevention performance, but also strengthens the security of supply and the operational competence of the emergency services.
The project illustrates how well-founded planning and strategic advice can sustainably increase security at the district level.
